Associations, vendors, links, etc.

Independent associations, vendors, and related service providers can often add value to your collections process.  The following organizations may be of benefit to government collectors:

 

 

 

 

 

The Governmental Collectors Association of Texas was formed October 28, 1999 and incorporated March 31, 2000. Members consist of professionals from across the state of Texas responsible for the collection of funds for the governmental entities in which they are employed. In early 1993 Dallas County took a serious look at how fines and court cost were being collected at the county court level. They implemented a collections program that proved so  successful other counties soon followed suit. The Texas Office of Court Administration became involved in working with the Texas judicial system in implementing programs designed to enhance court collections. At a collections workshop hosted by the Texas Office of Court Administration in early 1998, and attended by many managers of existing collection programs from around the state, a suggestion was made to form a network to share information and ideas. From this suggestion a free flow of information ranging from educational material to technology tools emerged. The advantage of sharing experiences and information was logical and productive. The inevitable next step was organization.

"My name is Gary Sabean, Deputy Treasurer for the Compliance Division with the Arlington County Treasurers Office and a board member with GRCA. I have worked in collections for 25 years and have accomplished a delinquency rate below 1% (actually 0.80%) for the taxpayers of Arlington. Fellow board member and founder Kendall Tierney and I have always felt information drives the collection process. We shared a desire to develop a vehicle that would allow all State and local governments’ to exchange information and assist all governments in our collections efforts. To set the record straight, Columbia Ultimate has donated resources to help Kendall and I achieve our goal in sharing this information. Columbia Ultimate has not and will not use this organization to market their product. Their government section, RevQ, is a full, fee paying member and will participate as any other vendor with no special consideration. GRCA will be entirely self-funded through membership by 2010."1
