Dallas County, Texas (County Clerk)
With a population that exceeds 2 million, their County Clerk and staff were and continue to be instrumental in shaping justice collection program behavior across the State of Texas. In 2005, they welcomed I-Plow.
They have a dedicated collections department within the County Clerk's Office that manages thousands of active payment and community service plans for at least a dozen County and Appellant Courts. They have a fairly sophisticated collections and compliance process. Cases, assessments and payments are transparently downloaded from their criminal justice system and imported directly into I-Plow on a daily basis.
Unique behavior includes:
- Automated collector assignment. Collectors are automatically assigned new cases based on the respective court and defendant's language preference. They want to ensure that Spanish defendants are partnered with Spanish speaking collectors to improve communication. Also note that all of their dunning letters and documents are configured in English and Spanish.
- They require a "Promise To Pay" process where walk-up defendants receive a memo from collections and instructions to proceed to another separate (not managed by collections) office to complete the financial transaction. While the expectation is that the defendant will comply, occasionally they do not. Process is configured to identify those defendants that inexplicably lost their way.
- While all posted cashiering transactions are received from their criminal justice system, they also require the ability to manage excluded payments (Western Union, mail-in, etc.) that they directly receive and are accountable for.
